And some of the answers, experts say, have been around for a long time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Re-evaluating how we work, how we move around, and how we can be healthy and happy together, the \u201c15-minute city\u201d is topping headlines again. It\u2019s a community where people work, shop, learn and play within a 15-minute walk or bike ride.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In July, an international network of 96 megacities <\/span><a href=\"https:\/\/www.c40.org\/other\/agenda-for-a-green-and-just-recovery\"><span style=\"font-weight: 400;\">released a report<\/span><\/a><span style=\"font-weight: 400;\"> about the COVID-19 pandemic recovery \u2014 one key recommendation:<\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-15\/mayors-tout-the-15-minute-city-as-covid-recovery\"> <span style=\"font-weight: 400;\">the 15-minute city as an economy-booster<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The month before, <\/span><a href=\"https:\/\/www.forbes.com\/sites\/carltonreid\/2020\/06\/28\/anne-hidalgo-reelected-as-mayor-of-paris-vowing-to-remove-cars-and-boost-bicycling-and-walking\/#59a676a51c85\"><span style=\"font-weight: 400;\">Anne Hidalgo was reelected mayor of Paris<\/span><\/a><span style=\"font-weight: 400;\"> with the 15-minute city as a key component of her campaign. Last year, pre-pandemic, Ottawa had <\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ottawa-first-glimpse-official-plan-1.5256386\"><span style=\"font-weight: 400;\">promised the same<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">An August editorial in The Globe and Mail pointed out: \u201c<\/span><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-want-to-build-a-better-city-it-only-takes-15-minutes\/\"><span style=\"font-weight: 400;\">The branding is new; the ideas are not.<\/span><\/a><span style=\"font-weight: 400;\">\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s pushing us to do the things we needed to do anyway to move to <\/span><span style=\"font-weight: 400;\">a more viable, more sustainable version of the economy<\/span><span style=\"font-weight: 400;\">,\u201d says Ken Greenberg, urban designer, author and advocate with a four-decade career across North America and Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019ve rarely seen a concept that\u2019s gained so much interest in so many places,\u201d he says, \u201cbecause it just makes so much sense.\u201d<\/span><\/p>\n<p><b>FROM BRAMPTON TO BURNABY MOUNTAIN\u00a0<\/b><\/p>\n<div id=\"attachment_1742\" style=\"width: 1034px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1742\" class=\"wp-image-1742 size-large\" src=\"https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-1024x683.jpg 1024w, https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-300x200.jpg 300w, https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-768x512.jpg 768w, https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-1536x1024.jpg 1536w, https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-2048x1366.jpg 2048w, https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/IMG_5385-510x340.jpg 510w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-1742\" class=\"wp-caption-text\">Patio&#8217;s adorn the streets of Greektown on Danforth Avenue. Photo by Michael Somoza<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Greenberg\u2019s recent article \u201c<\/span><a href=\"https:\/\/www.citybuildinginstitute.ca\/2020\/07\/20\/ken-greenberg-is-covid-19-the-accelerator-for-walkable-neighbourhoods\/\"><span style=\"font-weight: 400;\">Is COVID-19 The Accelerator For Walkable Neighbourhoods?<\/span><\/a><span style=\"font-weight: 400;\">\u201d traces the \u201cprofound paradigm shift\u201d away from car-based communities and back to people.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the post, Greenberg describes his involvement in such a planning project: a 20-minute community in Brampton, ON. Population-wise, Brampton is already a Top 10 city in Canada: \u201cthe fastest growing, the youngest and most diverse.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amid a global health crisis, has Brampton second-guessed its push to increase density, prioritize transit, and get people out of cars?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Absolutely not, Greenberg says: \u201cWe\u2019re still going at breakneck speed.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In fact, the pandemic has accelerated an original part of the transition plan to revitalize businesses close to the core \u2014 give car space to pedestrians.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c[We\u2019re working on] a whole activation of downtown, starting very shortly, to do pretty much the same as what\u2019s happening in downtown Toronto and cities around the world,\u201d Greenberg says. \u201cWe\u2019re giving businesses the opportunity to use additional street space, laneways, courtyards and parking lots to get things going.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">UniverCity, a fascinating community on Burnaby Mountain, B.C., sounds like a utopia \u2014 it\u2019s won<\/span><a href=\"https:\/\/univercity.ca\/media\/awards-accolades\/\"> <span style=\"font-weight: 400;\">dozens of awards<\/span><\/a><span style=\"font-weight: 400;\"> in almost every area, including design, development, sustainability, affordability, innovation and newsmaker of the year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Originally conceived decades ago, Simon Fraser University set aside some 65 hectares to build a dense, mixed use, market-driven community. Its aim was even more ambitious: All residents should live 10 minutes from a town centre.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-1745 \" src=\"https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/Dale-Mikkelsen-Photo-Submitted-214x300.jpg\" alt=\"\" width=\"208\" height=\"284\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><b>\u201cThese 15-minute cities, they are strong principles that have been around for a long time, and they haven\u2019t left for a reason.\u201d\u00a0<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">&#8212; Dale Mikkelsen, vice president of development for Simon Fraser University Community Trust.<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt was all developed before it was called \u2018sustainability,\u2019 it was just good urban planning,\u201d says<\/span> <span style=\"font-weight: 400;\">Dale Mikkelsen, vice president of development for Simon Fraser University Community Trust.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, UniverCity approaches its final phase: a projected end population of 8,000 to 10,000 residents, and up to 200,000 square feet of retail, commercial and office space. Pandemic or not, Mikkelsen says such a tight-knit community builds social and economic resilience.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe pandemic\u2019s been hard for everybody, but there\u2019s a relationship with the community and the commercial retail landlords that is more about how we support each other and get through this,\u201d Mikkelsen says. \u201cIt feels like there\u2019s less desperation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mikkelsen recently passed through downtown Vancouver\u2019s central business district, an area dense with offices and retail \u2014 but few homes. The business district feels hollow now, he says, but walkable communities in surrounding areas still bustle with activity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThese 15-minute cities, they are strong principles that have been around for a long time, and they haven\u2019t left for a reason,\u201d Mikkelsen says.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cLocal businesses in these 15-minute communities are relying on those people that are home. And during this pandemic, where have people been?\u201d<\/span><\/p>\n<p><b>NEW PATIOS DRAW PEDESTRIANS IN TORONTO\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In Toronto\u2019s uber-walkable<\/span><a href=\"https:\/\/www.ibigroup.com\/ibi-projects\/liberty-village\/\"> <span style=\"font-weight: 400;\">Liberty Village<\/span><\/a><span style=\"font-weight: 400;\">, Big Rock Brewery used a stretch of grass along the edge of its store to build a makeshift patio.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The brewery put together leftover shipping pallets as an impromptu fence, painted it black and decorated it with a string of coloured flags. Five large picnic tables offer seating for up to 30 guests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBefore, it was just burnt grass,\u201d says Oliver Wheller, sales and marketing rep with the national brewer; after weeks of heat waves, many patches of grass in the city had turned crisp and yellow.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most evenings and weekends, this new patio is packed, Wheller says. But daytime traffic remains low, as many nearby offices have cleared out while everyone works from home. Visitors and tourists are also down since the BMO Field \u2014 formerly hosting sports and concerts \u2014 sits empty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But after finishing their workdays from home offices, locals grab a beer from Big Rock\u2019s store and fill these tables to drink, converse, and snack on small bites served by a partnered kitchen. When Wheller invited a friend to join him on this new patio, he found they couldn\u2019t even find a place to sit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For now, it\u2019s an opportunity for a brewery to allow customers to sit outside and enjoy its craft beer. Wheller admits there\u2019s no plan for when the weather cools.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019ll have to shake it up in the winter,\u201d Wheller says. \u201cIf anything, maybe we\u2019ll do beer tastings.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Will customers feel comfortable drinking indoors? Will nearby offices fill up again?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo one knows for sure,\u201d he says. \u201cWe\u2019ll see.\u201d<\/span><\/p>\n<p><b>ENVISIONING A CITY THAT CONNECTS EVERYONE<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Building pedestrian- and transit-focused neighbourhoods offer an opportunity to make them more inclusive, more accessible to diverse groups.<\/span><\/p>\n<div id=\"attachment_1747\" style=\"width: 261px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1747\" class=\"wp-image-1747\" src=\"https:\/\/rentals.ca\/blog\/wp-content\/uploads\/2020\/09\/Cheryll-Case-Photo-by-Brianna-Roye-292x300.png\" alt=\"\" width=\"251\" height=\"253\" \/><p id=\"caption-attachment-1747\" class=\"wp-caption-text\">Photo by Brianna Roye<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><b>\u201cI would say that people of my generation, they care about the environment, they care about social inequality, and we understand that a car-dominant society is counter to those goals.\u201d<\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">&#8212; Cheryll Case, founder of CP Planning, a firm that takes a \u201chuman-rights approach\u201d to community planning.<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The primary tool? Engagement and relationship-building, says Cheryll Case, founder of CP Planning, a firm that takes a \u201chuman-rights approach\u201d to community planning.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTo enable communities to be as diverse as they can be, essentially reducing barriers to entry, planners have to engage members of those communities as early as possible in the conversation,\u201d Case says.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThat is really critical, allowing these people to be open about what their interests are, and not narrow the scope to what they see as required design.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In her mid-20s, Case is on the cusp between Millennial and Gen Z, and she says her peers have different priorities from generations that preceded them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would say that people of my generation, they care about the environment, they care about social inequality,\u201d she says, \u201cand we understand that a car-dominant society is counter to those goals.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With less commuter traffic coming in every day, Toronto<\/span><a href=\"https:\/\/www.blogto.com\/city\/2020\/06\/toronto-streets-open-cyclists-pedestrians\/\"> <span style=\"font-weight: 400;\">gave more space to people and bikes<\/span><\/a><span style=\"font-weight: 400;\">. Businesses expanded patios onto sidewalks and lots, bike lanes popped up, and road closures transformed some of the most iconic routes in the city. Photo by Michael Somoza<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Gil Penalosa, international consultant and founder of<\/span><a href=\"https:\/\/www.880cities.org\/\"> <span style=\"font-weight: 400;\">8 80 Cities<\/span><\/a><span style=\"font-weight: 400;\">, loved the idea of closing major roads in Toronto, but noted these routes were primarily in high-income areas. He wants to see a city that connects everyone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhy not connect to priority neighbourhoods where low-income people live?\u201d he says. \u201cThat would be magnificent. We need to focus on equity, and we\u2019re not doing it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With a lengthy pandemic recovery ahead, Penalosa says the time for change is now.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019ve seen the fewest cars [on the road] in 50 years,\u201d he says. \u201cThe last time we had few cars on the road was in the 1970s, when there was an oil crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn that sense, what I think is good is that people are open to change.
